So I have talked to this guy further and he said the frame is 100% 4130 chromoly and he will go down to $150. Do you think I should jump on this opportunity?

OK thank you for the clarification. So even though it has a standard headtube and American bb instead of an integrated headtube, do you think it's still worth pursuing as a possible purchase?
